Independence's charter names earlier instruments for its boundaries rather than drawing a parcel map. Begin an inside-or-outside question with the Town office and the county map; the records below explain what to ask once the location is established.

A place marker for Independence, with the boundary question left open

The marker is the first Independence place point returned by USGS GNIS. It locates the town for this map; it draws neither the town limits nor a parcel boundary. Confirm the parcel jurisdiction with the Town office and county map.

Establish the location

Independence has a charter boundary record, not a ZIP-code boundary

Independence's 1993 charter identifies earlier legal instruments for its boundaries: the 1934 act, a 1952 amendment and a 1977 court order. The charter reference is not a drawing of today's line on a parcel. The underlying instruments are not reproduced or interpreted here.

Take the tax map number and a parcel map to the Town office. Check the location against Grayson County's map rather than treating an Independence mailing address as the answer. Keep the address on the inquiry, but keep the parcel identity beside it. If the ownership itself is unclear, the separate answer on who owns a piece of land starts with the records.

That distinction sets the work for an Independence VA real estate inquiry: identify the ground first, then find the Town and county records that apply to it. The Grayson County page covers the county's watersheds and districts; this page follows the Town's records inward from its line.

The Town record first

The Town zoning page puts its permit before the county inspection

The Town's construction and zoning page says to obtain a certified zoning permit from Town Administration before starting a project that needs inspection by the Grayson County Building Inspector. It is a Town instruction about that sequence, not a promise that one permit settles the whole project.

The Town posts a zoning map labeled 2025. Its legend includes residential, commercial, industrial, agriculture, conservation and floodplain labels. A legend tells you how to read the posted map; it does not establish the district of an unidentified lot or reproduce the rules for that district. Ask the Town to identify the parcel and the current text that applies.

Virginia Code section 15.2-2281 separates incorporated municipal zoning jurisdiction from the county's unincorporated territory. Keep that jurisdiction question separate from the building-permit question: the county Building Department publishes permit coverage that includes Independence. For the county process, see the county zoning permit answer. The zoning definition explains the general term.

The Town also publishes Planning Commission and Board of Zoning Appeals information and links its code. Those records identify the bodies and the text to consult. They do not give this page grounds to predict an approval, a variance or an inspection result.

Availability is parcel-specific

Independence water and sewer questions go to the Town office

The Town's water, sewer and trash page directs questions about availability and cost outside its limits to the Town office. It does not draw a service boundary on this page. A nearby line or an Independence address therefore leaves a connection question to resolve.

For a property already connected, the Town says the owner is responsible for the line from the house to the road right-of-way where the Town hookups are located. For an unconnected parcel, describe the exact location and ask what service is available there. Those are different inquiries; an existing neighbor's connection does not identify the work or approval for yours.

There is a regional system behind the Town's water. The Town's Virginia-Carolina Water Authority page describes the partnership serving Independence and Sparta, North Carolina. The Authority's calendar-year 2025 drinking-water report identifies its source as groundwater under the direct influence of surface water. That is the report's source classification, not a statement about an individual well or a proposed connection.

Keep source, distribution and connection distinct. A regional report describes the system; the Town answers availability for the parcel. The public water reference covers the broader term without replacing the Town's answer.

Use each map for its own job

The Independence place point is not a finding about your lot

The Independence marker on this page is a USGS place point. The Census and FEMA records queried at that point describe that location, with the dates and limits of their datasets. They should not be stretched across every parcel with the same address label.

A parcel inquiry needs the parcel location, not just the place marker. For flood information, use the effective map at the actual ground and the local office's interpretation. The guide to reading a floodplain map explains that next step.

Keep the road label

Independence road names make the parcel easier to locate

VDOT's 2025 route records name U.S. 58 as Main St and U.S. 21 as Independence Ave in Independence. Those labels help connect a road number on one record with the street name on another.

Keep both labels when describing frontage. A road number is useful for the state record; a street address is useful for finding the entrance. Neither identifies how much frontage a parcel has or what use of an entrance is approved. Those are questions for the particular property and the responsible office, not conclusions from a town-location page.

Fries has a different river and road-record task on its own page. The Fries page stays separate, and the town pages index connects the places without treating their permits or utilities as interchangeable.

Carry the question to the record

An Independence inquiry works best with the parcel and the right record together

The Town's tax page publishes Town real estate and other tax information. It says property-tax bills normally go out in November and are due before December 5. Check the current Town record for the actual bill and obligation.

The useful first message is concrete: which parcel, which road, what is already known about the Town line and utilities, and what still needs an answer. Leave uncertain items visible. That gives a discussion a location without presenting this guide as a zoning approval or a service-availability letter.

Questions

Good questions, straight answers.

Which record settles whether my parcel is inside Independence?

Start with the tax map number and parcel map at the Town office, checked against the county map. The charter names earlier boundary instruments; it is not a current parcel drawing. An Independence mailing address alone does not settle the incorporated-line question.

What does Independence say to obtain before a project needing the county Building Inspector?

The Town construction and zoning page says to obtain a certified zoning permit from Town Administration before beginning a project requiring inspection by the Grayson County Building Inspector. Confirm the particular project with those offices rather than treating that sequence as the complete approval list.

Does a 24348 postal label prove that land is in the Town of Independence?

No. The Census 2020 relationship file places ZCTA 24348 in Grayson County, but a ZCTA is an approximation of a postal ZIP area. The incorporated Town boundary is a separate record and the parcel location needs confirmation.
